Application Requirements for International Teacher Education Program Graduates

STEP 1: ASSESSMENT

We use the results of a World Education Services (WES) evaluation for post-secondary schooling taken outside of North America to conduct an assessment of your credentials and let you know if you qualify for a Saskatchewan Teacher’s Certificate.  If you do not qualify for a certificate, you will be notified of what you will need to do in order to meet Saskatchewan’s certification requirements.

  Application Requirements (Please read before beginning application)
   
   1.  Online Application Form and Fee ($420.00* non-refundable)
     
  2. Government Issued ID: Birth Certificate or Passport with full legal name
     
  3. Marriage Certificate / Change of Name Certificate / Divorce Certificate (if applicable)
     
  4. Teacher's certificate from the jurisdiction where you completed your teacher education program (or proof that you hold authorization to teach in the jurisdiction where you completed your teacher education program)
     
  5. Secondary School Graduation Diploma - If you attended secondary school (high school) outside of North America, you must provide proof of the highest level of secondary education you have completed.
     
  6. Post-Secondary Transcripts for all post-secondary schooling taken outside of North America must be sent directly to World Education Services (WES) from the issuing institution.  An International Credential Advantage Package (ICAP) is required, and the results must be forwarded to the SPTRB.  WES will provide English translations of transcripts.
     
  7. Post-Secondary Transcripts from all post-secondary schooling taken in North America must be sent directly to the SPTRB from the issuing institution.  
     
  8.  Request a Statement of Professional Standing be sent directly to the SPTRB from every jurisdiction where you hold a teacher's certificate.  A Statement of Professional Standing is a letter from a licensing body or an education ministry that says your right to teach has never been suspended, revoked or canceled.  Click here for more information about documents from other countries.  Statements of Professional Standing must be sent directly to the SPTRB by the issuing institution and must be issued within 6 months to be issued a permanent teacher's certificate by the SPTRB.

     PLEASE NOTE:

  •  If you are ineligible for a teacher's certificate in the jurisdiction where you completed your teacher education program due to citizen requirements, please have the following form completed by your university and sent to the SPTRB: Eligibility to Hold a Teacher Certificate.pdf
     
  •  A verification letter may be requested to describe your teacher education program.
     
  If you completed any part of your teacher education program by distance or online education, please ask your Faculty of Education to send details about your program directly to us.  The details must state what courses you completed face-to-face and what courses you completed by distance or online.  It must also provide the number of lecture hours you attended for each on-campus course and how many days of practicum you completed in the classroom.  This information is required only for the studies you completed within your teacher education program.  We do not require this information for academic courses you took outside the Faculty of Education.  
     
  •  If any of your documents, with the exception of transcripts, are not in English or French, you must provide the SPTRB with an English translation.  Ensure that original document is sent to the SPTRB from the issuing institution.  You can request a copy of any document from the SPTRB to be sent to you to be translated.  Translations must come from one of the following sources:
   ♦   An associate or certified member of the Association of Translators and Interpreters of Saskatchewan: http://www.atis-sk.ca/;
   ♦  A document translation service pre-approved by the Saskatchewan Professional Teachers Regulatory Board;
   ♦  The consulate, high commission, or embassy (in Canada) of the country that issued your documents; or
   ♦  A Canadian embassy, consulate, or high commission in the country from which you emigrated.
   
   •  Applications will be assessed once ALL required documents have been received.  A general timeline for processing international applications is 6 months.  A general timeline for processing applications from the USA is 15 days.  Exact processing times will depend on the complexity of the application.

Review and Appeal Process

If we determine that you are ineligible for a certificate and you feel that there are additional factors that we should consider, you may request an appeal of our evaluation decision within 40 days of the decision.  Letters of appeal should be directed to:

STEP 2: CERTIFICATION

If you qualify for a Saskatchewan teacher's certificate, you will be required to submit additional documents before your certificate is issued.  You will receive an email from the SPTRB listing the documents that we require, such as:

   1.  Criminal Record Check with Vulnerable Sector Search (must be for employment purposes and valid within three months of certification date)
     
   2.  English or French Language Proficiency
     
•   iBT-TOEFL: The Test of English as a Foreign Language Internet-Based Test
                  
   Minimum score: A total score of 98 with a minimum of 23 on reading, 23 on listening, 27 on speaking and 25 on writing
   
•   TOEFL CBT and TSE-P: The Test of English as a Foreign Language Computer-Based Test plus the Test of Spoken English
   
   Minimum score: 237 (TOEFL CBT) and 50 (TSE-P)
   
 •  IELTS Academic: The International English Language Testing System
   
   Minimum score: Overall band score of 6.5 with no band below 6 and a minimum of 7 on the speaking and writing bands
